Project management and Project Portfolio Management is a very different concepts and management metholodogy they do cross over in certain area and dependent on each other
And the two softwares you mentioned above try to focus these two aspects of Project Management. In short Portfolio Management is executing the "Right Project" and Project Management is excuting the "Project Right"
