A few years back bachelors in civil engineering was sufficient but as the competition throughout the world increases in every field you will have to do masters in civil engineering. Masters give you more specialized education and you can experience the limits of engineering.
With bachelors only, your scope of work is limited. Most professionals will give you/your opinion less weightage if you are just bachelors. So its not just a good idea to do masters but its the best and its the need too.
