Talking of P6, you have to insert the value of total budget in the resource details under the text box of Budgeted cost. Moreover, the division of budget into different categories is totally dependent on the type and scope of project. You have to know the division so that you can define in resource dictionary and after that assigning it using the resource details. hope this solves your problem
